Key Staff

Dave M. Jenkins, P.L.S. – Owner/President

Mr. Jenkins is Owner/President and Chief Executive Officer of JSD Professional Services, Inc. and is a licensed professional land surveyor. Mr. Jenkins directs management of the entire company. With over 29 years of experience, he has been providing civil engineering and surveying services for commercial, industrial and residential developments along with state and municipal projects. He has received numerous awards for the quality of the maps that he and his staff have produced. Mr. Jenkins’ expertise is in Civil Engineering, Stormwater Management, Planning and Development, GPS Surveys, Land Division (CSM’s), Subdivision Plats, Boundary Surveying, ALTA/ASCM Land Title Surveys, Environmental Surveying, Topographic Surveying, Hydrographic Surveying, Construction Surveying, and Construction Inspection.

Richard K. Wagner, P.E., P.L.S. – Executive Vice President/Chief Operating Officer

Mr. Wagner is the Executive Vice President and Chief Operating Officer of JSD managing operations throughout the company and leading the company efforts in surveying and civil engineering design for commercial, industrial, recreational, institutional and residential developments along with state and municipal projects. He is licensed as a professional engineer, land surveyor, and real estate broker. Mr. Wagner is a member of the National Society of Professional Engineers, American Society of Civil Engineers, Wisconsin Society of Land Surveyors, the Society of Southeastern Wisconsin Land Surveyors (past president), NAIOP, and the Commercial Association of Realtors® Wisconsin. He is also Chairman of the Civil Engineering Board of Advisors for Milwaukee Area Technical College. Mr. Wagner has been an expert witness on numerous cases and provides instruction on boundary law, easements and encumbrances and land development at continuing education seminars for attorneys, engineers, surveyors and title professionals.

Hans P. Justeson, P.E., P.L.S. – Associate/Regional Manager

Mr. Justeson is the Madison Regional Manager for the company. Mr. Justeson holds a Bachelor of Science Degree in Civil Engineering and is registered as a professional engineer and land surveyor. He has over 22 years of experience as a professional engineer with expertise in commercial, institutional, industrial, and residential development, utility design, stormwater management, platting, construction administration, site surveying, and hydrographic surveying. His professional experience includes design and management of significant projects in the private sector and also a large variety of municipal projects.

Thomas Gilgenbach, P.E. – Associate/Regional Manager

Mr. Gilgenbach is the Milwaukee Regional Manager for the company. Mr. Gilgenbach holds a Bachelor of Science Degree in Civil Engineering and has over 25 years of site development management and civil engineering design expertise. He has a proven track record of commitment to budget adherence, timely project completion, highest level of quality, continuous improvement, and customer satisfaction.

He has worked throughout the country on commercial projects serving in a project management, supervisory and technical design role. Because of his experience as both a client and consultant, Mr. Gilgenbach has keen insight into the needs and expectations of the client.

Bill Dunlop, P.E. – Senior Project Consultant

Mr. Dunlop is a Senior Project Consultant with over 39 years of diverse engineering experience as a Professional Engineer. His background as a private consultant and as a career officer in the U.S. Army Corps of Engineers has provided opportunities to work in different stages of public and private infrastructure, such as planning, designing, permitting, and construction. Mr. Dunlop is an effective project manager who uses his project leadership skills and technical project experience to anticipate potential issues that may disrupt a project’s progress and budget.Mr. Dunlop is dedicated to providing clients with quality services and sustainable facilities.Mr. Dunlop’s areas of expertise include: municipal street and utility improvements; land and site development; preliminary and final roadway design; contract administration; trail and recreational facility design; and public and private utility coordination.

Justin Johnson, P.E. – Associate/Senior Project Engineer

Mr. Johnson, P.E., is a licensed Professional Engineer in the State of Wisconsin and the State of Illinois. He has been designing and managing land development projects for over 18 years working with clients at both the local and national level. Mr. Johnson has managed all aspects of project development from due diligence and entitlement to project completion and closeout. He has provided project and client management services on several of JSD’s largest projects. Mr. Johnson has significant experience in large scale retail development along with major commercial, multi-tenant retail, mixed use and institutional development.

Tracy Brown, P.E. – Senior Project Consultant

Mr. Brown has over 25 years of civil engineering experience in the areas of municipal infrastructure, transportation, and land development. He has a strong track record of working on cross-functional teams developing projects throughout Wisconsin and across the United States. His extensive experience in public and private infrastructure provides valuable service to the client from due diligence and entitlement work through design, project management, permitting and construction focusing on project delivery on schedule and budget. Mr. Brown leads JSD design teams for projects of varying size and complexity. He is responsible for proposals, both cost and qualification based, and business development strategy and implementation. He also provides training and mentoring to staff.

Rizal Iskandarsjach, P.E, P.L.S. - Senior Project Engineer

Mr. Iskandarsjach holds a Bachelor of Science Degree in Civil Engineering and an Associates Degree in Civil Engineering Technology with over 15 years of experience. He is a Senior Project Engineer specializing in both civil engineering and surveying for development projects and public infrastructure. His expertise includes site planning, grading and drainage, storm water management, construction surveying and construction documents along with the preparation of subdivision and condominium plats, certified survey maps, boundary and topographic surveys and easement documents and exhibits. Mr. Iskandarsjach is licensed as a Professional Engineer and Professional Land Surveyor and serves on the Board of Advisors for the Milwaukee Area Technical College. Because of his vast experience on diverse projects, he has basically touched every project produced in the Milwaukee Regional Office over the last ten years.

Justin Frahm, A.S.L.A. – Project Consultant, Planner, and Site Designer

Mr. Frahm, ASLA, is the Wausau Office Project Consultant, Planner, and Site Designer. He holds a Bachelor of Science Degree in Landscape Architecture from the University of Wisconsin-Madison. He has over 7 years of experience as a Designer and has extensive experience in residential, commercial, retail, institutional and recreational and athletic site design and construction management. As a designer, he is able to creatively take a plan from concept to design and construction through the use of presentation renderings, contemporary presentation techniques and state-of-the-art software tools including 3-dimensional illustration. He generates ideas with technical understanding and creative flair as reflected in his development of master plans, site plans, planting plans, presentation renderings and graphic materials, construction details and documentation.

Jim Bricker, A.I.C.P. -  Senior Planner

Mr. Bricker is the manager of the JSD Planning and Landscape Architecture Team.  He has over 35 years of planning experience in both the public and private sectors and extensive expertise in formulating and implementing creative and practical plans for parks and open space facilities, residential communities, neighborhood revitalization, business parks, shopping centers, and community and neighborhood master plans. In addition, Mr. Bricker is JSD’s project specialist for conducting Phase 1 Environmental Site Assessment and due diligence investigations. Mr. Bricker also provided expert witness testimony for many land use and development impact court cases. With his background in public administration, Mr. Bricker is knowledgeable about governmental programs and procedures and is able to efficiently and effectively lead projects through regulatory and budgetary approvals to successful completion.

Mike Schmeltzer, P.L.A., A.S.L.A. – Senior Landscape Architect

Mr. Schmeltzer holds a Bachelor of Science Degree in Landscape Architecture from the University of Wisconsin-Madison and has over 38 years of experience as a Landscape Architect.   His areas of expertise include site planning and design, master planning, sports and athletic facility planning and design, pavement and facility evaluations, cost estimating, and graphic design.  In addition, Mr. Schmeltzer provides urban and rural highway landscape design as a Master Consultant for the Wisconsin Department of Transportation (WisDOT).  He has experience on a broad range of site development and landscape design projects.  

With respect to recreational/athletic facility work, Mr. Schmeltzer has extensive project management and design related experience on a wide variety of recreational and athletic facility improvement projects.  Over the past 35 years of his 38-year career, he has been the project manager and lead designer for numerous projects presenting diverse and demanding needs.  In addition, Mr. Schmeltzer has provided construction administration and supervision for the majority of these past projects. 

Craig Riley, P.L.S. – Senior Project Consultant

Mr. Riley is the Senior Project Consultant for Surveying for JSD. His role focuses on the expansion of the survey client base, management of existing clients, key project management, and expansion of survey markets throughout all office regions. He has over 30 years of survey management experience on all types of public and private projects. His expertise includes numerous right-of-way plats and transportation project plats, large utility corridor projects for major private utility companies, airport and stadium projects, private development, railroad surveys, environmental surveys, condominium plats, and geotechnical and hydrographic surveys. His experience includes working on projects from initial phase to construction staking and final project closeout.

Todd Buhr, P.L.S. – Director of Surveying

Mr. Buhr, P.L.S., is the Director of Surveying. Mr. Buhr manages survey operations throughout all offices. This includes coordinating workloads between offices, staffing and hiring, performance appraisal and oversight, proposal review, QA/QC, department and capital improvement budgets, vehicles, and organizing the standards committee for the company. Todd will also be the liaison between engineering and surveying, facilitating the meetings on standards to identify issues so that standards are recognized as a team effort.

Mr. Buhr has over 23 years of land survey coordination and land survey project management experience in the public and private sector. His expertise is in managing and performing land surveying tasks on transportation project plats, right-of-way plats, large utility corridor projects with major private utility companies, airport surveys, stadium projects, private development, railroad surveys, condominiums, subdivisions, municipal projects, and construction observation projects. His diverse background includes working for small and medium sized engineering/land surveying firms and a utility company. The majority of Mr. Buhr’s project work includes initial startup to final completion phase.

Andy Wilkowski, P.L.S. – Survey Department Manager

Mr. Wilkowski, P.L.S., is the Survey Department Manager for the Milwaukee Regional office. Mr. Wilkowski's role includes scheduling and staff assignments, field set up, safety, ordering equipment and supplies, vehicle maintenance and monitoring, management of workload, coordination between offices, field procedures and standards, QA/QC of project deliverables, project team communication and deliverables, managing survey task budgets, proposals, and estimating of survey project(s)/tasks. Mr. Wilkowski has over 20 years of survey experience. He has extensive experience in AutoCAD, survey field procedures, numerous types of surveys, and data collection.

Tara Miller – Business Manager

Ms. Miller is the Business Manager for JSD working out of the Verona, Wisconsin office. Ms. Miller joined JSD as Project Coordinator and Project Accountant while assuming various corporate duties. She is responsible for the management of daily administration duties along with invoicing and billing for business operations across all the offices.

Eric Niemi – Controller

Mr. Niemi is the Controller for JSD working out of the Verona, Wisconsin office. Mr. Niemi holds a Bachelor of Business Administration Degree with a major in Accounting and a Masters of Professional Accountancy Degree from the University of Wisconsin-Whitewater. Mr. Niemi supervises the administrative operations of the company along with the financial management of the firm.
